Deputy Chairman of the Executive Board of Center-invest Bank, Alexander Dolganov, has joined the Expert Council for Sustainability and Green Finance under the Russian State Duma Committee for the Financial Market.

The Expert Council is the consultative and advisory body of the Sustainability and Green Finance Sub-Committee of the Russian State Duma Committee for the Financial Market. It comprises representatives of federal government bodies as well as leading specialists and companies that are driving ESG transformation. 

 The Expert Council is focusing on improvements to the legislation for the financing of sustainable development projects and on developing the legal framework for verification of green projects in the ESG banking sector.

“Center-invest Bank is a sustainable development visionary in Russia,” says Alexander Dolganov. “Our many years of experience in implementing sustainable banking and financing energy-efficiency projects, and our work on issuing the first green bonds and producing practical recommendations for the implementation of ESG principles, will be built upon in the new expert body and will help to introduce best practice.”

Graduated from the Higher School of Economics National Research University, law faculty, and the National Distance Institute of Finance and Economics, finance and credit faculty.  Completed PhD at FinU (the Financial University under the Government of the Russian Federation).  

 Started working for Center-invest Bank in 2006. Responsible for expanding the bank’s operations in Moscow, liaising with government bodies and civic organisations regarding sustainable finance and financial literacy work, and preparation of non-financial reporting for international financial institutions.

 Certified specialist for GRI and ISO 14001:2015 Environmental management systems.
