The presentation of the second issue of the statistical report "The Rostov Region – Progress Towards Achieving the Sustainable Development Goals: 2016-2020", prepared by the Rostov Region Department of the Federal State Statistics Service with the assistance and financial support of Center-invest Bank, took place in Rostov – on-Don.
To date, the Rostov Region is the only region in Russia that has carried out a comprehensive analysis of the indicators of 17 Sustainable Development Goals in dynamics for 2016-2020. The results of the report once again confirmed the idea of the global competitive advantages of the Don Territory as a region of sustainable development.
“For 2 years, since the release of the first statistical report, Russian state statistics have come a long way. The National set of indicators for the Sustainable Development Goals has been developed, including 160 indicators, which are quite fully comparable with National Projects and National Development Goals, regional projects. The second issue allows to take a fresh look at the socio-economic processes in the Don region through the prism of the SDGs and trace the dynamics, "said Marina Samoilova, Head of the Territorial Body of the Federal State Statistics Service for the Rostov Region, State Counselor of the Russian Federation, member of the Board of the All-Russian public organization "Russian Association of Statisticians".
Knowing the state and dynamics of the SDGs in the region, one can identify the most important and interesting goals, find the best world practice in achieving these goals, estimate the costs for a project to localize best practices in the region, prepare the project, and start promoting it.
“The first report aroused pride in the competitiveness of the Don region in terms of sustainable development standards. The second issue contains a wider range and dynamics of indicators and requires a more responsible analysis of regional trends towards achieving the global Sustainable Development Goals for politicians, leaders, youth and parents. It is important to choose your own route towards achieving the SDGs,”said Doctor of Economics, Professor Vasily Vysokov, Chairman of the Board of Directors of Center-invest Bank, Head of the ESG-Banking Project Group of the Association of Russian Banks.
Using the data of the statistical report, entrepreneurs can evaluate their local business from the standpoint of global development and present it to foreign colleagues and partners in modern terms that are more familiar and understandable to them.

To prepare the report, official statistical data, indicators of departmental statistics, data from open sources were used: the Unified Interdepartmental Information and Statistical System, the websites of the UN, Federal State Statistics Service, the Government of the Rostov Region, as well as data from the Voluntary National Review of the Russian Federation's achievement of the Sustainable Development Goals (2020 years) and statistical yearbooks of Federal State Statistics Service "Sustainable Development Goals in the Russian Federation".

In its business strategy, Center-invest Bank has combined the Sustainable Development Goals and National Projects. We all love our small Motherland, but we want to be competitive in the new global world. In this world today, to the question: "How are you?", - more and more often they are waiting for an answer about what you have done to achieve the Sustainable Development Goals (SDGs), approved in 2015 by 193 UN member states2.
To give a meaningful answer, the Rostov Region Department of the Federal State Statistics Service, with the support of Center-invest Bank, prepared the second report of analytical materials “Rostov Region - Moving Towards Achieving Sustainable Development Goals”. The first report3 was published two years ago and became the world's first example of a comprehensive analysis at the regional level of indicators of the 17 Sustainable Development Goals. Information on the work of Rostov statisticians was included in the Voluntary National Review of the Implementation of the 2030 Agenda for Sustainable Development4 and the independent Civil Review of the SDGs "2020-2030: Decade of Action for the SDGs in Russia"5.
Goal 1: NO POVERTY
In the Rostov region, the share of people with incomes below the subsistence level in 2020 is 13% (in Russian Federation (RF) - 12.1%) and is slowly decreasing. The monetary incomes of residents of the region still lag behind the incomes of Russians by 12.2% (in 2016, the gap was 13.6%). The problem has to be solved due to the higher share of budget expenditures of the Rostov region on education and health care (71.6%) compared to the indicators of the state budget (57%). Social support for certain categories of citizens is provided in cash (86%).

Goal 2: ZERO HUNGER
The level of self-sufficiency of the Rostov region with basic products: grain - 450.3%, eggs - 116.5%, milk - 99.1%, meat - 60.5%. The share of households that indicated a lack of money for food is 0.3% (in the RF - 0.6%) and is steadily declining.
The share of agribusiness in the gross regional product at the end of 2019 is 10.7% (in the RF - 4.1%). The Don region is the leader in Russia in grain and legume harvesting - 1st place, sunflower harvesting - 2nd place, egg production - 3rd place, vegetables and milk - 5th place.
For 2016-2020 grain production increased by 7%, sunflower - by 12.2%, potatoes - by 22.9%, fruit crops – by 16.4%, grapes - by 40.3%, vegetable production decreased by 5.5%. In the Rostov region, the number of cattle increased by 7.1%, but the number of pigs decreased by 29.7%, sheep and goats - by 15.8%, and poultry - by 38.3%. Accordingly, the production of meat decreased by 30.8% and eggs - by 16%, while the volume of milk production continued to grow (by 0.7%)
The food industry enterprises of the Rostov region produce 15.6% of refined oil in Russia, 11% of unrefined oil, 22.6% of dried fish, 16.1% of molasses, 23.2% of canned vegetables.
It is important to emphasize the steady average annual growth rates (2016 - 2020) of production of certain segments of high-quality food products of the Rostov Region: steamed beef and veal, including for baby food + 20.1%, steamed pork + 2.5%, processed fish, canned fish, crustaceans and molluscs + 3.1%, vegetable oil + 1.1%, processed liquid milk, including milk for baby food + 0.7%, butter + 15.5%, cheeses + 4.4%, food fermented milk (except sour cream) + 7.3%.
The Don agrocomplex is globally competitive (food exports amounted to USD 1.5 billion in 2020) and investment attractive (RUB 122 billion in investments for 2016-2020).
Goal 3: GOOD HEALTH AND WELL-BEING
COVID-19 has lowered the forecast of life expectancy in the Don to 72 years, but this is six months more than the average in Russia. But, the expected healthy life expectancy in 2020 (57 years) remains below the national average (59 years). According to the data of 2019, there were 37.1 doctors per 10,000 inhabitants in the Rostov region (in the RF - 48.7), while the reduction of nursing staff compared to 2016 in the region is less (by 1.5%) than the average across the country (by 3.1%). In the Rostov region, the incidence rate of HIV is lower than the average Russian level of HIV infections (by 18%), tuberculosis (by 25%), malaria (almost 100 times) and many parasitic and infectious diseases, drug addiction (by 10%) and alcoholism (in 1.7 times).
Also, in the Rostov region, mortality rates from malignant tumors (by 7.1%), diabetes mellitus (2.4 times), suicides (3.5 times), respiratory diseases (15%), unintentional poisoning (4.5 times), but higher mortality from diseases of the circulatory system (6.4%) and tuberculosis (2 times).
Mortality at working age on the Don is 9% lower than the average for the Russian Federation. Above the average Russian indicators in the Rostov region are infant mortality (1.3 times) and maternal mortality (1.5 times). In recent years, child mortality and adolescent birth rates have been declining.
In road traffic accidents in the Rostov region, compared with the Russian Federation, the number of deaths (by 7.6%), wounded, injured and injured is lower, as well as the risk of accidents associated with intoxication (by 1.8 %)
Goal 4: QUALITY EDUCATION
The level of skills in the field of information and communication technologies in the Rostov region is higher than the national average among the adult population by 6%, among young people by 5%.
In preschool education, the staff of teachers and educators is growing, and educational organizations are being re-equipped. In the Rostov region, preschool education covers 66% of children aged 1-6 years, and in the Russian Federation - 69%.
Indicators of the development of primary, basic and secondary general education in the Rostov region remain stable. The number of training of qualified employees is growing by 2.6% for 2019- 2020 academic year in comparison with 2016-2017 academic year, mid-level specialists is growing by 11.3%, the number of training bachelors, specialists, masters is decreasing by 4%, the number of graduate students is decreasing by 8%.
The level of those who possess skills in the field of information and communication technologies in the Rostov region is higher than the national average among adults by 4.8%, among young people-by 4.5%.
Goal 5: GENDER EQUALITY AND WOMEN’S EMPOWERMENT
Cossack traditions and Russian legislation do not allow discrimination based on gender, age and nationality. As a result, in 2019, the share of women in leadership positions in the Rostov region is 53.1%, which is 3.4% higher than in the Russian Federation. In Rostov Oblast, women hold 71% of government positions in federal executive bodies, 67% in regional government bodies, and 80% in local government bodies. It should be noted that the employment rate of women with preschool children (60.2%) is lower than the average in Russia (66%). At the same time, in 2020, the gap between the ratio of indicators on average in Russia and the Rostov region decreased (from 6.6% to 5.8%). In the Don region, more women are employed at work and in the household than on average across the Russian Federation.
Goal 6: WATER AND SANITATION
In 2020, 388.5 million cubic meters of water were raised from all springs: 82.3% from surface springs, 17.7% from underground springs. The share of the population provided with high-quality drinking water is 78%, which is lower than the average in Russia (87%). Despite the ongoing work, 42.9% of the water supply network needs to be replaced. Measures are being implemented to introduce closed and revolving water supply systems, low-water technologies, reduce water intake, wastewater treatment, and save water resources economically. The water load level remains stable.
Goal 7: AFFORDABLE AND CLEAN ENERGY
At the end of 2019, the energy intensity of the gross regional product (GRP) of the Rostov region in comparison with 2016 decreased by 2.4 % (from 14.6 to 11.8 MW / million rubles) and amounted to 10.3%, which corresponds to the all-Russian trend. The share of renewable sources in the total electricity production in the Rostov region is 1.1%, in the Russian Federation - 17.6%.
Goal 8: DECENT WORK AND ECONOMIC GROWTH
In 2016-2019, GRP per capita in the Rostov region grew by an average of 2.7% per year (in the Russian Federation - by 1.6%). The level of innovative activity of small enterprises in 2019 was 5.3% (in the Russian Federation - 5.8%).
The informal sector of the Rostov region employs 25% of the population (in 2016 - 30.4%), in the Russian Federation this share is 20% (in 2016 - 21.2%).
In the context of COVID-19, the unemployment rate in the Rostov region (5%) was lower than in the Russian Federation (5.8%). The share of young people who do not study, do not work and do not acquire professional skills in the Rostov region is lower (8.9%) than in Russia (10.9%).
In the Rostov region, the share of workers with wages below the subsistence level in
2019 (6.1%) decreased by almost three times compared to 2015, but twice the level of the Russian Federation. The level of wages is determined by the types of economic activities that are formed taking into account the characteristics of our region. According to a survey in October 2019, the average hourly wage of men in the Rostov region was 25% lower than the average in the Russian Federation, for women the gap with Russian women was 23%. The gap in the average hourly wages of women and men in the Rostov region is 23%, in the Russian Federation - 25%.
Gender differences in average hourly earnings are higher for managers and professionals, and lower for working professions, especially in agriculture. The highest salary levels are reached by people aged 30-44 years.
The level of injuries at the enterprises of the Rostov region is lower than the average for the Russian Federation (0.9 per 1000 employees versus 1.2).
Goal 9: INDUSTRY, INNOVATION AND INFRASTRUCTURE
The density of railway lines in the Rostov region is 3.7 times higher than in the Russian Federation. The density of highways on the Don is 4 times higher than in the Russian Federation. The share of roads that meet regulatory requirements exceeds 53%. The share of road transport in 2020 accounts for 58.3% of freight traffic and 88.8% of passenger traffic.
The share of manufacturing industries in the GRP of the Rostov region in 2019 accounts for 17.7%, in the GDP of the Russian Federation - 14.5%. These industries employed 13.7% of the total employed population of the Rostov region and 14.3% of those employed in the Russian Federation. The region’s small business produces 22% of the production of the region's manufacturing output.
The share of innovative goods, works, services in the volume of shipped products in the Rostov region is 4.9% in 2019 (5.3% in the Russian Federation). In the Rostov region, the coefficient of inventive activity is lower than the average in the Russian Federation (1.28 versus 1.59), the level of innovative activity of organizations in the Rostov region was 17.6%, exceeding the national average by 8.5 percentage points. The most innovative sectors (the share of innovative goods, works, services in the total volume) in 2019 were: research and development (41.8%), water supply, sewerage, waste collection and disposal (26.6%), activities in the architecture and engineering design (5.9%), manufacturing (5.3%), activities in the field of information technology (5%).
The share of internal costs for research and development in the GRP of the Rostov region does not exceed 1%. In 2016-2019, with a slight decrease in the number of people employed in research and development (by 1.1%), the number of researchers (the main executor of work) decreased by 10.2%. In the Rostov region, the share of young (under 39 years old) researchers is higher than in the Russian Federation (in 2019 - 47.3% and 44.2%, respectively). The share of products of high-tech and knowledge-intensive industries in the GRP of the Rostov Region was 18.3% in 2019, and in the GDP of the Russian Federation accounted 21.8%. The number of devices connected to cellular communication, per 1000 population is 8% less than the average for the Russian Federation. By the end of 2019, 78% of households and 89% of organizations have Internet access.
Goal 10: REDUCED INEQUALITIES.
The median salary in 2019 (according to a sample survey for April 2019) in the Rostov region was 80% of the average for the Russian Federation. In the Rostov region there is less income differentiation than in the Russian Federation: the coefficient of funds in 2020 is 13.2 times (in the Russian Federation - 14.5); Gini coefficient is 0.390 (in the RF - 0.403).
Goal 11: SUSTAINABLE CITIES AND COMMUNITIES.
According to the results of a comprehensive observation of the living conditions of the population in 2020, the share of households experiencing cramped living conditions in the Rostov region is 16.4% (19.2% in the Russian Federation). According to the Ministry of Construction of the Russian Federation, in 2019, in comparison with the previous year, there was an increase in the share of cities with a favorable urban environment both in the region and in the Russian Federation, where the regional average indicator is higher (by 4%) than the national average (by 3.3%) of the total number of cities. In 2020, the level of greening in Don cities (20.9%) is slightly inferior to the average indicators for Russian cities (23.8%). The share of buses equipped for transportation of people with limited mobility in 2019 (22.2%) is higher than in the Russian Federation (18.7%).
The length of illuminated streets in the Rostov Region in 2020 is 56.9%, having increased by 0.5 percentage points compared to 2016, and the share of the area cleaned by a mechanized method increased from 1.4% in 2016 to 1. 6% in 2020.
In the cities of the Rostov region, 72% of the housing stock is made up of apartment buildings. The improvement of the housing stock in the region has a fairly high level: in 2019, 90.5% are equipped with gas, 86.3% - heating, 83.9% - cold water, 71.4% - hot water, 79.2% - sewage, 74.5% - baths.
Housing construction is slightly ahead of population growth and is carried out on an equal scale: apartment buildings and individual housing. The share of the population living in emergency housing stock is decreasing.
Emissions of air pollutants from stationary sources in the Rostov region in 2020 are 56.2%, in the Russian Federation - 76.2%. In the total volume of air pollution from stationary sources in the Rostov region, 15% were attributed to solids, the remaining emissions: sulfur dioxide (30.2%), hydrocarbons (28.2%), carbon monoxide (16%), nitrogen oxide (15.7%), volatile organic compounds (7.9%), others (2.1%).
Goal 12: RESPONSIBLE CONSUMPTION AND PRODUCTION.
Raw materials and supplies in 2016-2019 invariably make up ¾ of the material costs of enterprises in the Rostov region.
Equipping residential premises with metering devices allowed to reduce for 2016-2020 the consumption of cold water by 3.9%, network gas - by 7.4%, heat energy - by 16.1%, but at the same time, electricity consumption increased by 8.6%.
Goal 13: CLIMATE ACTION.
The continental climate of the Rostov region has a pronounced character with an abundance of sunlight and heat, the invasion of the cold masses of the Arctic (about 3% per year) and hot tropical masses (4% per year). Over the past half century, the average annual temperature has increased by 1.5 degrees, the average annual rainfall compared to the climatic norm in 2020 has decreased by 25.6%. The number of dangerous hydrometeorological events (showers, droughts, dust storms) remains stable: 23-25 per year.
Goal 14: LIFE BELOW WATER.
The share of the Rostov region in the cultivation of commercial fish in Russia is 8.5%. (in 2016 – 11.4%). For 2016-2020, 156.9 million juvenile fish were released into the natural reservoirs of the Rostov region.
Goal 15: LIFE ON LAND.
For the period from 2016-2019, the number of specially protected natural areas of federal significance has increased: in the Rostov region by 50%) and in the country as a whole by 8.5%. Their area in the Rostov region is still small, and during the periods under consideration increased slightly - by 0.3% (from 54.5 thousand hectares to 54.7 thousand hectares). The total number of protected areas is 84 and their area (233.6 thousand hectares) has also slightly increased over the past 5 years.
The ratio of the area of reforestation and afforestation to the area of felled and dead forest stands in the Rostov region is 102.9% (in the Russian Federation - 80.7%). Expenditures for the conservation of biodiversity and protection of natural areas in the Rostov region in 2020 increased by 8.5%, in the Russian Federation - by 4.2%.
More than a third of the soils of agricultural land in the Rostov region are subject to water erosion. Despite the measures taken, soil destruction processes continue to progress. The average humus content in the Rostov region is 3.2%. In the region, measures are being taken to improve the ecological culture of the population, tree planting.
Goal 16: PEACE, JUSTICE AND STRONG INSTITUTIONS
Despite the results of 2020, where the total number of registered crimes in the Rostov region turned out to be 1.4% higher than the level of 2019 (in the Russian Federation - by 1%), a positive trend should be noted with a steady decrease in certain types of crimes: registered murders - by 26,5%, robbery - by 31.7%, taking possession of a vehicle - by 38%, bribery - by 31.5%, crimes against the person - by 16%. Also, the share of thefts gradually decreased from 45.9% in 2016 to 43.6% in 2019 (by 2.3 percentage points). Youth crime in the Rostov region dropped below 0.5%, and in the country as a whole - to 0.6%. The overall decrease in the number of registered crimes in public places was 7.5% over 5 years, in streets, squares and squares - 12.5%. The share of grave and especially grave crimes in the total number of crimes registered in the region in 2020 is 24.2%, which is lower than the national average (27.6%).
The share of citizens of the Rostov region who receive state and municipal services in electronic form is steadily growing from 56.6% in 2016 to 86.3% in 2020, and the services of multifunctional centers are used by 25.3% of the population (in the Russian Federation - 19, 6%).
Goal 17: PARTNERSHIPS FOR THE GOALS
The share of the population aged 15-74 using the Internet in the Rostov region is 90.9% (in the Russian Federation - 89.6%), including active users - 87.6% (in the Russian Federation - 85%) who order goods / services via the Internet - 43.5% (in the Russian Federation - 40.3%). Average annual growth rate of GRP per capita in the Rostov region for the period 2016-2019 formed higher (by 2.7%) than the average in Russia (by 1.6%).
